Who handles permits?
Deed restrictions decide a lot
With no citywide zoning, many Houston neighborhoods rely on recorded deed restrictions that limit accessory buildings, setbacks and exterior materials. Pull yours before you fall in love with a size.
City limits vs. unincorporated Harris County
Addresses with a Houston mailing address are not always inside the city. Inside city limits the Houston Permitting Center handles building permits. Outside, it is the Harris County Office of the County Engineer.
Check the floodplain first
Look up your parcel on the Harris County Flood Education Mapping Tool (opens in a new tab). Floodplain status can change slab height, fill limits and the permit path.

Who issues permits for a metal building in Houston?
Inside Houston city limits, building permits go through the Houston Permitting Center. In unincorporated Harris County, development permits go through the Office of the County Engineer. We confirm which office covers your parcel during the free site visit.
Can I build a metal shop on a residential lot inside Houston?
Often, yes. But your deed restrictions or HOA rules may limit building size, height, setbacks or exterior finish. Send us your restrictions and we will design within them, or tell you up front if the building you want will not fit.
